Following the success of the 'Terrier', Stroudley provided the London Brighton & South Coast Railway with a dedicated passenger version, the 'D' class 0-4-2T, in 1873. A goods version appeared the following year which was the 'E' class, later called 'E1' class 0-6-0T.

They might have looked like a stretched version of the 'Terrier' but they carved out a niche as a strong and capable performer, working throughout the LBSCR system, the Isle of Wight and Southampton docks.

Between 1874 and 1891, 78 were built at Brighton Works and were given the names of places in Europe. Withdrawals starting as early as 1908 but it would take over 50 years for the whole class to be retired. The last Isle of Wight example, BR #W4 'Wroxall', was withdrawn in October 1960 while the last E1 used on the mainland under BR, BR #32694, was not condemned until July 1961.

Some were also sold to other companies and could be seen working in collieries including the sole surviving example, LBSCR #110 'Burgundy' (SR #B110), which was sold in 1927 and retired by NCB in 1963. It is currently on the Isle of Wight Steam Railway and is to be restored with the identity of long since scrapped sister, BR #W2 'Yarmouth'.
